发生这种情况显然是因为容器使用 systemd-networkd 而不是 ifupdown2
先将网络设置为静态，不要配置任何地址，启动容器后禁用 systemd-networkd 服务，安装 ifupdown2 并启用网络服务 networking 使 Proxmox 配置生效
